Try to do the steps below, if managed well is good, if failure is also not hurt.
click Start -> Run, enter "gpedit.msc", then press enter.
Open:
Local Computer Policy -> Computer Configuration -> Administrative Templates -> Network -> QOS Packet Scheduler
Double click "Limit Reservable Bandwidth", then change the value in it from "not configured" so "Enabled". After that change the bandwidth limit to 0%. Click "OK".
Done, you just restart your computer.
